An NCAA ruling was expected last summer to do just that - do away with redshirts and simply give all athletes five years of eligibility. It never happened.

I only know about this because I have a kid who was a D1 athlete that graduated last year and the coaches, expecting this ruling, tried to my kid into coming back for a 5th year. My kid never really seriously entertained the offer, reasoning there would be no benefit to taking a few token grad classes and simply serving as a sports mercenary. Smart kid.
