Illinois faces one of the largest unfunded pension liabilities in the U.S.

with aggregate liabilities near $144 billion and a funded ratio of about 46%.

The problem is that States cannot file for bankruptcy.

I'm not sure that the Bears shouldn't drop linking their name to the failing regimes in Illinois and Chicago.
