I used to buy cheap Spanish & Italian wines (<$10). I've been spending a little more on them, since Cheeks advised me to do so. I started at $20 per.
This one is pretty good: CASTILLO DE CLAVIJO RIOJA GRAN RESERVA.
The gran reserva is $20. The non-gran reserva is around $9. I'm tempted to try to lower priced stuff, but the $20 stuff is pretty good.

California reds in the $15 to $20 range are overextracted and generic tasting. They won't hurt you, but they are uninteresting.
Rioja's, Barberas, Nero d'Avolas, Priorats, and Ribera del Duoro can have much more variety and interest at that price level.
