Pelosi knows that impeachment process fuels Trump rhetoric that it is all a witch hunt.
Pelosi will continue to push legislation that addresses everyday issues in Middle America and force the GOP Senate to take positions.

I agree with your political take, however. Pelosi would get hammered by the 300 democrat presidential candidates if she got rid of the guy they all think they can beat easily.
Impeachment has to be a done deal from the jump before the trigger is pulled.
But, I accept your premise that the House has a duty to act if the evidence is apparent, regardless of politics.
