For instance, under the IG category of FISA application inaccuracies, there were actually 51 episodes of omission of critical fact, omission of exculpatory information, inclusion of false information and partial information.
Also, each of those 51 instances also worked against Donald Trump. Every single one.

Horowitz is trying to survive by appeasing both sides. He know there is evidence of horrible acts in his own report. He also know s that all he could do was ask the targets of investigation and accept their answers. The targets knew it too.
Further, we should drop this facade that the IG report was anything like an investigation that the general public thinks of when they hear the term. We both know that in his investigation, the accused agents get a chance to see the charges and evidence and to negotiate the findings of the final report.
Horowitz also could not convene a grand jury to indict. He had no teeth to use to carry out an actual investigations anyways.
Finally, Horo used subtle legal distinctions to mislead the public (“no testimonial evidence” instead of - “no one admitted it in the absence of any threat”). He knew what he was doing, and it confirms to me that he wants to protect his colleagues with whom he served during the time in question.
Either way, The IC is not trustworthy (my view), or not capable due to incompetence (your view) to investigate itself.
Durham will have the power to find the real answers. His statements were an clear condemnation of the Horowitz conclusions.
