What you might mean is that 90% of the country would meet the guidelines, not that guidelines are unnecessary.
This might be something best left to the experts. Just maybe.
I live in Tennessee and with the exception of 5 or 6 counties, the other 90% of our state has less than 30-40 active cases. We have a population of 75,000 in our county and have ~20 active cases, 9 of which are in our hospital and another 7-8 in a local nursing home. So, we have 3 or 4 active cases not in a healthcare facility out of 75,000 people. What exactly are the guidelines going to do?

account the recent enormous uptick in testing (which in turn increases positive case counts of asymptomatic individuals), I would guess that outside of maybe 3 or 4 states, no others would be meeting the "guidelines". At some point, common sense has to prevail. If it were up to Birx and Fauci, everything would be closed down until next year.
