It's complex. I've not studied the issue (but that also means I did not scour the Internet for talking points), but here is my opinion. There is resentment in the African-American community over the way they are treated and/or viewed by the police. Social media blows up single instances into big problems. All social resentment is amplified when people are out of work. Peaceful demonstrations are often sabotaged by opportunists. Whether or not Trump's dog-whistle politics moves the needle on this is not that important. It probably makes things incrementally worse, but it's not the cause.
By the same token, it's not hard to believe that the Democrats concede that no magical words can solve those issues.

I was presuming, for the sake of argument, that the looting and rioting is a presidential election issue. To be honest, I do not think it is. To the extent one thinks it is a vote-determining issue, then it is clear that a change in leadership is needed.
I will be clear, I would not vote for or against Trump based on the rioting. You brought it up as a campaign issue, and it is bad issue for Trump
