Even the GEM consortium, which at one point was located at ND, has grouped Whites and Asians together for the purposes of ineligibility for their fellowships.

Many non-disadvantaged African-Americans from my kid's strongly academic private high school take up scholarships meant for disadvantaged AA students...these students at his school are black and smart and driven, so they are a very safe bet for the best colleges to admit, but they are not disadvantaged.
We were told that all Asians (including all south central asians such as those from India & Pakistan) were "Whites" in the school district because if they were classed with minorities, then the school district would lose their federal money for programs for "minorities." They didn't even bother to call them "whites/Asians;" they were just plain old ordinary "Whites." Apparently, the money for "minorities" was really only for African-Americans.
Is it systemic racism when one race (African-Americans) is selected for federal handouts?
Or, is it possible that skin color darkness has nothing to do with academic performance or success in life?
Very confusing issue.
So rather than adapt our thinking more critically to this information, let's just alter the information.
