State police can be sent, of course. But, it would be a big deal for Virginia to send the Guard in.

I wouldn't be surprised to see Virginia Troopers arrive ASAP. There are law enforcement agreements that cover that.
I would be surprised to see deuce-and-a-half's rolling in from Virginia absent escalations. Granted, I wouldn't be surprised if they were activated, and gearing up right now, but being actually sent in would be surprising (although this has been a surprising day).

I don't think the New Jersey governor can send the NJ Guard to Philadelphia, armed, to suppress riots in Philadelphia without the governor of Pennsylvania requesting it. I don't think the Mayor of Philly can request that. The President is the "governor" and the commander of the D.C. National Guard. (I think we now see the problem with that.)
Granted, I'm not an expert on this, but that has been my understanding.
