Whatever fits the narrative for that particular day. I'm against open carry in every way possible. It makes the person a target. It intimidates those just trying to get through their day. Many of these open carry and conceal and carry people might be street legal, but they know nothing about cleaning, clearing jams, active shooter procedures, the self defense law, shooting straight, and even the Castle law in their state. Training, training, and more training. Watching YouTube videos is not training. Many go to the shooting range and fire away. Much like the guy who goes to the driving range and takes out his driver and just starts hitting away for the next hour, forgetting about technique and the short game.

Hundreds of people unlawfully entered the building, none of whom were screened for firearms or weapons possession.
So, who knows how many folks were carrying firearms?
What does that have to do with their fear of the changing demographics and no longer living in a white majority controlled government/nation?

In a state like Texas or AZ, the killer would have had to think a lot more about it since there would be a better chance that some of the people in that mall could have potentially taken him down.
This very issue (restrictive New York State gun carry laws) was heard by the SCOTUS this Fall, and the decision is due within the month. It appears to have come a month too late from potentially helping these victims.
Notice that the criminal broke the law with is gun. Law abiding citizens have a right to defend themselves, and it's too bad that these people were not afforded the possibility of that opportunity.
