ND is attempting to have the NCAA waive the requirement for Gilman to have to sit a year for transferring. There are not many details out regarding what would be their
reasoning for it. It presumably has to do with transferring from a service academy, but why, no one is saying.

Certainly doesn't hurt to ask. I know the NCAA is granting more and more of them under some pretty specious rationale.
Could be that he decided he didn't want to commit to the military which he would have had to if he stayed at Navy.
And that is so he can pursue an NFL career right out of college. If he is required to sit a year, that could inhibit his development as a future NFL prospect. So that is his best waiver argument. BTW this kid plays the safety position in a very aggressive "read and go" way similar to Troy P. His ability to line up close to the line or back and cover deep is exactly what Elko wants. His tackle of Josh Woods last year says volumes.
Anyone could make that argument, i.e., "when I chose Memphis ( or pick any such school), I didn't know I would be this good and I have a chance at a pro career if I get better coaching at Alabama," etc, etc, etc
And after all, he knew when he chose Navy what the end game was. Navy didn't "allow' the transfer for football reasons. I doubt Navy cares why he left. The kid's commitment to a military career begins in year 3. Now he doesn't have one.
But the whole waiver thing is a big joke anyway. NCAA follows no real logic on decisions.
Perhaps he planned on being able to play in the NFL as soon as he graduated and work out his commitment as had previous players. Navy changing its rules after he enrolled seems like a good reason to allow him to play immediately on transfer. I imagine if he had transferred to Alabama or Ohio State or Michigan it would be a done deal but NCAA pricks will tell ND to go pound sand.

unlike years ago, when the commitment bound you the moment you took the oath at high noon in late June in front of Bancroft Hall. But until a couple months ago, a four year Midshipman could seek a waiver or abeyance of the commitment if the Midshipman had a bona fide chance at a pro career. No more. I do agree that the transfer etc. rules have been greatly watered down in recent years to where the exception almost swallows the rule.
