If the game is still on, what difference does it make where it is played? Either way, it is air travel and a hotel for ND. Ireland's rates of cases & deaths are comparable to those in the US. I'm assuming the crowd will be at less than 100% capacity in Maryland, just like it would be in Ireland.
Why is it more safe to play this in Maryland as opposed to Ireland?
There's two teams involved here, not just Notre Dame. Playing the game in Annapolis reduces the number of people who have to travel in 1/2.
Additionally, what would the point be in keeping the game on in Dublin if say there could be 1/3 of the fans? I'd be a giant waste of time/money from that perspective too.

For 2, it is Navy's home game. Why shouldn't it be played in their home stadium.
For 3, I could be wrong but I am willing to bet that neither Navy nor ND will be allowed to play any games in full stadiums.

Just admit this is a financial decision and stop hiding behind the false narrative that this is driven by a concern for student-athlete health. From a health perspective, there's no difference between playing in Dublin and playing in Annapolis.
ANNAPOLIS, Md.— Following extensive consultation with the Irish government, medical authorities and the leadership teams at Navy and Notre Dame, the Aer Lingus Classic football game scheduled for August 29 will not be played at Aviva Stadium in Dublin, Ireland.
"We are obviously disappointed not to be traveling to Ireland this August," said Naval Academy Director of Athletics Chet Gladchuk. "But, as expected, our priority must be ensuring the health and safety of all involved. I am expecting that we will still be able to play Notre Dame as our season opener, but there is still much to be determined by health officials and those that govern college football at large. Once we have a definitive plan in place, we will announce the specifics pertaining to the game. I am extremely grateful to all that were involved the planning of our game in Aviva Stadium, especially John Anthony and Padraic O'Kane who created what would have been another extraordinary event in Dublin. I realize many are disappointed and were looking forward to the spectacle of this event and a visit to the Emerald Isle, but I do know there is a complete understanding of why it's in our best interests to make every effort to relocate the game."
