It will depend on whether China thinks it will need to threaten nukes to get Taiwan back.
Granted, it would be amazingly stupid to use a nuke on Taiwan.
But they might need to threaten nukes against ships defending the island...to keep the US at bay.
Who knows.
I'm just not confident that Russia using a tac nuke would turn China. It might. it might not. Regardless, and resolution would be vetoed by Russia.
