And we're trying to rate presidents on crude oil output.
Look at the output when Trump became president, vs when he left office, look at the output when Biden became president vs now.
And then you have to consider that there is a lag between policy and production.

Releasing oil from the reserve was and is the right thing to do.
I disagree that incremental/marginal prosperity is something for the SPR to properly address.
I think the SPR should be there to prevent existential threats to prosperity.
We should not be tapping the SPR to move prosperity up from "moderately prosperous" to "moderately prosperous plus an unmeasurable but negligible amount of prosperity." We should not even use it to move up from "moderately non-prosperous."
It should be for emergencies...actual national emergencies, not national difficulties or national challenges.
There are better levers to pull than the SPR that won't put the country at risk.

Congress should pass a law requiring a declaration of war to be made before the reserve is allowed to be tapped. High prices should not justify tapping the SPR. Some kind of national state of emergency should be required, and the President should not have the power to do so unilaterally.
as a response to the 1973/74 OPEC Oil Embargo and keeping our economy healthy while dealing with a future move by OPEC, or some other interference with commercial flows of oil that would impact our national safety...which could include a conflict...but clearly, from the documentation I provided, not restricted to use in a wartime event...please adjust your thinking on the SPR.

Remember the "improvement was after the prices last Spring spiked to 2.5x the cost for gasoline at the pump under Trump when he left office, and the Summer "improvement" brought it down temporarily to about 2x the preBiden costs of gasoline. Now, it's headed back there.
This is a CHOICE on the Biden Admins part to make gasoline more expensive. The oils sits in our own ground unused thanks to regulation suffocation, canceling of pipelines, refusal to build new or upgrade aging refineries, and making a hostile environment for oil companies to try to do business.
