of course it's more involved than just the administration in power, but when the GOP continually lets corporations and the wealthiest Americans fail to pay a fair share of the nation's "Income", then it only exacerbates the deficit situation when expenses still need to be made for national defense as well as programs that the electorate have repeatedly voted for (Medicare, Medicaid, etc.).
Time for the GOP to look at the whole financial picture.

Defunding IRS enforcement/resources would also be imprudent.
The Tax increase part has to be used specifically for the investments such as roads, airports... infrastructure investment, not for welfare and of course no earmark.
