[Yes, there is a tendency to overclassify stuff, but protocols exist for good reason]. I handled classified material. I have family (including an intelligence officer) who handle classified material. Nigel is correct. They are held to very strict rules regarding classified material. As it should be. Self reporting to the appropriate authorities is the responsible first step.
Nevertheless, Biden is ultimately responsible for ensuring that his subordinates do not mix in classified shit with unclassified shit. He has to own that responsibility ... to at least set the example. Otherwise, a low level federal employee who takes home classified material to read while watching Netflix, can always say, "Ooops. Inadvertent. See President Biden. See Vice President Pence."
