While the Pro-Life hats are not actually placards or banners, they could be considered "Signs" given the writing on them. Also, it doesn't take much analysis to realize that the group was making a political statement that is definitely NOT SHARED by all Americans...ergo, the request for them to remove their hats...btw, I expect the same action would be taken if a group wearing "Pro-Choice" hats refused to remove them.
The fault lies with the kids teachers/chaperones for not being prepared and thoughtful enough to avoid this embarrassing outcome.

the Smithsonian staff cited the "Neutrality" of the government facility as a reason for asking the students to remove their hats...it wasn't until legal action was threatened did the communications director defuse the situation with that apology.
Given that the chaperones contended the unique hats were for identification of their students...which is a credible reason...I suspect that the Smithsonian staff realized it didn't stand much of a chance in court and did what they could to forestall any further trouble.
That being said, since people of all faiths and political persuasions frequent our national museums and just want to comfortably see the unique sights, it is my contention that political signs should not be paraded there...just imagine a large group of Pro-Lifers with distinctive wording on their hats run into an equally large group of Pro-Choicers with Vagina hats stating their allegiance arrived at the same time after a Rally/Counter Rally on abortion...do you see the potential for an uncomfortable experience?...not just for the proponents/opponents, but all the other un-aligned visitors?
It is clear, at least to me, that the group in question was trying to expand their 'mission'...since they were inside, there was no need to wear those hats and could easily have taken them off...also, chaperones are there for the express purpose of watching the kids...not letting them roam free.
The teachers/chaperones were needlessly pushing the envelope...and disrespected the desired neutrality of the Smithsonian.

restriction on "Placards, Signs and Banners"...what do you suppose the reason for that is?...in case you can't think of any, IMO it's because, at the very least, they are unnecessary distractions to visitors who simply want to view the unique items in the museum...at the worst, they could incite a confrontation if they are political 'ads' for a contentious position. In any case, they don't belong in what should be a quiet, sedate government sponsored facility.
Say whatever you want outside on the street...just be respectful of others who may not share your views inside a facility like the Smithsonian...is that too much to ask?

I have been working the polls for years and I once had to intervene for a voter who was wearing an Obama cap. One of the workers asked that voter to take it off while voting. I intervened for the voter since Obama was not on the ticket and it was allowed. Sometimes you have to go to the next person up in the food chain. Disclaimer: I was anything but an Obama supporter, but, election rules are the rules. If the museum security person was rude and insulting, now we have an issue.
