There's no risk of this happening because it would be counterproductive for them to do it. It would be contrary to some other aspects of their foreign policy. That's your argument? Weak.
Why do we have a military when it would be counterproductive for any nation to attack us? Why does that military spend a good portion of it's budget on preparing for a nuclear first strike when it would be counterproductive for a nation to launch one?
Do you lack the imagination to wonder about the effects of an EMP attack on our civilian infrastructure? Could that not happen before sn invasion of Taiwan to debilitate our response? Do you think we'd launch a nuclear counterattack if China loudly claimed their balloon malfunctioned and they didn't mean to knock out the grid in 30% of America?

How Likely Is An EMP Attack?
The risk-reward of a country like US, Russia, or China using a nuclear weapon as an EMP isn’t very good.
They could launch a single nuclear weapon to create an EMP burst, but the attacked country would respond with a nuclear strike on whoever the launch came from. Any EMP attack would almost immediately escalate to a full scale nuclear war.
For that reason it’s very unlikely that any country would conduct an isolated EMP attack. Knowing what the consequences would be, it makes more sense to do a full nuclear launch from the start, because that’s likely what will end up happening anyway.

EMPs are the perfect example of overhyped paranoia by people who don’t understand EMPs. They are not something to worry about.
Threats exist beyond the military. Balloons up high can be dropped - quickly to distances required as well.
This is not a “nonthreat”. It is a huge economic one at minimum.
And you continue to claim we can’t shoot down a balloon that observers in Montana called “as large as the moon”. Not buying it. I mentioned examples of drones that can reach the upper atmosphere after a simple public search. I even mentioned an old drone program from the late 60’s that got drones to the elevation at or near that in question - to establish that we have long had the ability to reach this level (I’m not suggesting what drone they would use, I’m merely pointed out that the tech is there).
I do not believe it is untouchable.
Perhaps they don’t want to reveal their abilities, but I doubt believe for a second we can’t shoot it down.

His behavior on this is rather inexplicable. When you hear Chris trying to claim that we can’t shoot it down, you know the spin machines are at work. Then, you have to ask why would they be spinning.
Take the shot, Brandon. Or are you really going to be SO weak and spineless that you are going to watch the balloon sail all the way across our country and do nothing? If there is a danger, state it. But don’t give other bullshit excuses like “we are afraid of balloon debris landing on people over Montana”.

The defense dept has said that there is a very high risk of allowing China important spy surveillance data. Yet Biden won’t act.

Earlier today when I said that China was intentionally laughing at Biden and doing this intentionally, you fully dismissed it as well. You said that they would never do anything like this with Blinken's pending summit planned in China. Then,within literally an hour or so, the military came out saying that this was an intentional and aggressive action by China.
You know Chris, just because you didn't think of something before, and just because it doesn't fit into your comfortable world view, doesn't mean that it can't be true. The expert here did not say that this was clearly what China is doing, he said that given the balloon, and what he knows in his vast experience of China and our defense system, that this was a potential reason - they are testing EMP tech.
How do I know that?
Because he thinks an EMP is a threat.
