The title of the article you linked is, “Pope Francis Calls Protection of Migrants a Duty of Civilization”, and there is no disputing—amongst the rational—that discouraging the treacherous journey to our shores would have protected the many lives already lost, and also those destined to be lost and broken in the future.

The Pope says absolutely nothing about telling migrants not to flee desperate situations. Additionally, no one in the Biden Administration suggested migrants to flood the border.
