Trump talks about this all the time. It’s utterly meaningless.
It’s not a protection racket, but on the other hand we shouldn’t be paying for the honor of being the world’s police force either.
I believe the agreement was for each country of NATO to kick in a small % of their GDP (2% or so as I recall). Many major countries with large economies have not been doing that before Trump. When Trump forced the issue, the countries like Germany and France (with large economies) agreed that they should….and then when Biden came in, he started being Grandpa Money Tree and ended the effort which other countries were glad about.
Some countries cannot pay and Trump knows that. But any non programmed individual can tell this is an unfair system, esp when the military expenditure is specifically helping those countries the most.
Note: as I recall, only GB, Poland, and one or two small others were paying their agreed upon amount when Trump addresses this.

Trump intended to let these free loaders know the consequences if they don't pay. This is how to force people who don't to pay in business.
Whatever you call the minimum 2% GDP defense spending for NATO members other than due (Trump call it "payment", others may call it "spending"), this spending indicates a country's political will to contribute to NATO's common defence efforts. More importantly, NATO defense is supposed to be alliance defense, i.e. a well coordinated well balanced defense. If one country, say Germany, doesn't spend enough to build, to upgrade and to develop their country's defense, Germany section will become volunable section, German's war readiness will be weak part of the whole NATO defense. Other NATO countries will have to make up this deficiency. Or enemy will take advantage of this weakness of NATO defense. Essentially this defense spending is a payment. You pay for your security.

Soon I realized maybe you were confused by the term nationality. This is Russia and China's concept of ethnicity. In Russia, China and a few other countries, they don't use the term ethnic group. Instead they use nationality. If you check Chinese constitution in translation, it says China had 56 nationalities. In US we would say 56 ethnic groups.
In Putin's case, we would say "Zelensky himself, by the way, is a Jew by ethnicity.” We use the term nationality to refer people who are citizens of foreign countries.
BTW, there are quite a few important political concepts in China and Russia that share same term with American but have very different meanings. For example, political party in China and USSR means very different than political party in U.S.. So is the term dictatorship. But very few political science education in American college tell students about that. Translation is not localization. In the business of translation, I always favor localization. But most people favor translation.
