The situation will probably deteriorate further in the next 5 years, as the early effects of climate change and a global recession add their weight to the ongoing crises." Not real wokey.
Here's what the report assesses as troubling trends for Canada (and not just Canada, but the western world):

It offers commentary on the high cost of housing and the under 35 crowd's increasing frustration to buy a first home. What I don't see referenced in your article though is that the leading edge of the baby boom generation is now past the average life expectancy age, so we are sitting on the precipice of the largest generational transfer of wealth in history. Mom and Dad have done a wonderful job saving a little something for the kids, including the family home, and it's all going to get passed on to the next generation.
But "secret police report", "terrifying", "collapse", "revolt" and "apocalyptical" generate clicks. The merchants of fear are on every street corner. Business is good.
Government policies allowing and fueling immigration are driving the housing crisis.
If they call a no confidence election, Trudeau will get slaughtered. There’s a reason he called the last election during the Covid period.
There has been a problem with housing supply in Canada, most acutely, in Vancouver and Toronto, for 20 years. It's mainly been driven by policies at the local, Provincial and Federal levels that have added time and expense to the development process, while at the same time reducing the amount of development land. Increasing the cost to develop, while reducing the supply of developable land has caused housing prices to soar. Demand was stable, supply was dropping. Prices went up. A lot.
During the whole period from about 2000 to 2021 immigration levels were pretty consistent at around 250,000 to 300,000 per year and that is/was sustainable. More recently though, immigration limits were raised by the Feds to 500,000 to 1,000,000 per year, without any regard for where we were going to put everyone, and demand increased even further, while supply is still woefully low. The increase has put incredible strain on the system. Immigration increases exacerbated the existing problem, it didn't create it.
The Feds are now looking to reduce immigration levels because 500K-1M per year isn't sustainable. Canada needs to get the number back to the 250K-300K level, while fixing the systemic problems that have existed for two decades in its housing industry. I could and should write a book on this.
But to your point - it’s not the cause.
Going from 39 ish million to 41 million in 2 years doesn’t help.
We've been on a tightrope with housing supply in many areas of the U.S. for awhile, but only when immigration surged -- especially in the big cities -- did a real spotlight get shined on it.
Other factors have contributed, as you've stated. Anecdotally in my region, builders are more interested in constructing new McMansion subdivisions with high price tags than basic apartment complexes. On top of that, residents of these communities are much more likely to support approval of new subdivisions and single-family homes than they are multi-family units. A double squeeze.

But there is hope. Trudeau's polling numbers are all-time lows. There's a new sheriff coming to town on or before October 2025. That's the latest date he can call for an election. The woke firewall is under construction and will be in place once he is removed from office.
