If I read that correctly, the law already required them to have them in girls' bathrooms. To provide the same "protection" to transgender males (whose reproductive organs identify as female), you're going to need the men's bathroom to have these things.
It's just one of those things that makes sense when you think it through.

At the one where the bathhouse was relabeled from Men and Women to Humen and Humen (burners aren't that into spelling).
The one with urinals was 90% males and the one without urinals was 95% females. There were probably some trans mixed in but I didn't notice.
The one thing I'll say is that its weird to take a shit next to 3 females in the next stall taking turns peeing communally. The shower situation wasn't as weird as you'd expect.

And I will add agreement to the treatment that the dispenser will receive by teenage boys. Believing otherwise is another level of stupid.

Relabel the bathrooms with emojis. Blood orange for the one with tampons, banana for the other. Use whatever one fits your current identity.

Since the trans persons have periods, and are allowed to use that restroom, then yes it should have tampons, and in fact there may be a legal obligation to ensure that it’s properly equipped in general. Whether they should be using it in the first place is a different case.
Whether or not one believes they need therapy (who among us doesn't?), if we let transgender people use the bathroom of their identified gender, then in all fairness they should have access to the health care products they need.
Perhaps your fundamental issue is whether they should be allowed to use the bathroom of their chosen gender in the first place. That's a good issue, and I can see people disagreeing with allowing that. But the tampons are a non-issue.
