State criminal charges or convictions are a different matter. He can’t self pardon, or order them dropped. He could likely though get them stayed until his term is over.
The DOJ has not been politicized.
He can then also take whatever classified docs that he wants with him pursuant to the new DOJ guidance under the Prez Records Act. DOJ will then be run from the WH. He may also need to suspend portions of the Constitution. He will emasculate civil service and make all or most govt jobs political, the standard being loyalty to him.
