Based on the amazing success of the mRNA vaccines in protecting people from serious illness and death, the ONLY choice was to get those vaccines, regardless of their weakened effectiveness against transmission. If you remember, there were many anti-vax claims going around at the time Biden made his comments, and clearly the wrong choice was to not get vaccinated, so JB did no harm in slightly "overselling" the vaccines to puzzled Americans.
