You know, if I didn't know better, I might say he was employing a racial element there
But I'm sure that's not it. I'm sure he just brings up the Congo randomly - or that there actually is evidence of prisoners from the Congo entering across our southern border somehow.
I'm sure he is not just tapping into a racist undercurrent, and whipping up fear of people from the Congo coming here and eating your cats.
