The VP is the President of the Senate and pretty much a ceremonial job.
It is an office dictated by the Constitution so it's not as if Trump can appoint anyone.
So Vance will be the President of the Senate. Trump doesn't "appoint" him. And the only power the President of the Senate has is to vote in the event of a tie vote.
Vance may serve as Trump liaison to the Senate and House but he doesn't have any power over legislation per se.

There is also a President Pro Tempore of the Senate, another largely ceremonial office,
but 4th in line of succession for the presidency. Never understood why there needs to be 2 figure heads. Majority leader wields all the power.
