How does one explain this insult to American taxpayers not to mention disregard to the will of most Americans? Thank God Texas is willing to buy the them.

Whoo-Hoo!
...all you have to do is a Google search asking the question of why it hasn't been funded...I've posted articles on this more than once...here are some excerpts from the one linked...
---------------------
Less than a month after Trump took the oath of office, Republicans were already backing away from the prospect of a border wall — because of the price tag and lack of spending offsets, to which many Republican lawmakers objected, but also because there was disagreement over the essential utility of a physical partition. “I don't think we're just going to be able to solve border security with a physical barrier because people can come under, around it, and through it,” Texas Sen. John Cornyn told reporters in February 2017. “If you only build a wall, only a ‘wall’ without using technology, individuals, drones, observations, etc., you're not going to secure the border,” the late Sen. John McCain agreed.
--------------------
The White House’s March 2017 request for $7.5 billion in spending for border security initiatives, including $4 billion to be allocated to wall-related planning, construction, and legal costs related to the reclamation of private land, generated little support among Republicans. In late April 2017, the Wall Street Journal surveyed border state lawmakers from both parties and found that “not a single member of the House or Senate representing the region expressed support for the funding request.” They noted, however, that Sen. Ted Cruz “backs the overall idea of a wall,” but would not commit to support Trump’s specific request. A few months later, USA Today Network polled all 534 lawmakers in both the House and the Senate and found that just 69 of 292 Republicans — one-quarter of the GOP conference — supported Trump’s request for $1.6 billion to begin wall construction.

Our system didn't account for vindictiveness of the outgoing president.
btw, I'll bet as the 2026 Mid-Term elections approach, there'll be more that a few GOP House and Senate candidates who would support shortening his final term, while doing their best to distance themselves from all that he's done.
a lock. How'd that turn out? You supported one of the worst presidential candidates ever. Yr track record sucks
with such little notice, but couldn't overcome the Misogyny, Racism and Stupidity of a 2% fraction of the American electorate...it is what it is.
Let's see and keep track of how well DJT performs in his second term...we'll all be watching...and keeping score.

This is a clear "fuck you" to the voters.
for repairs to existing barriers and very limited additions...NOTHING like DJT's senseless 2,000 mile Wall through incredible terrain and hundreds of miles of private property....which again, the GOP would not support.
You still need to work on your research skills, so go check out GOP Senator Lankford's summary of that bill, including the provisions for a "Border Wall". Get back to us with what you find...if you're really interested in getting to the Truth.

...here are a couple of excerpts from the attached "FactCheck" article...
-------------------
Lankford’s office told Axios that the legislation — if the Senate version were to be resurrected — would translate to an estimated $650 million for border wall construction. That’s a fraction of the $18 billion sought by Trump in 2018. In recent campaign speeches and interviews, Trump has said he intended to build another 200 miles of new wall, but that Biden’s election upended it. At $20 million per mile, the $650 million from the bipartisan border bill would amount to less than 33 miles.
-------------------
Republicans are trying to accuse Harris of being dishonest about a significant policy flip-flop. But the premise is flawed. Harris has not suddenly thrown her support behind funding for a massive wall, such as Trump proposed. She has voiced support for a compromise bipartisan border bill that, among many other things, would allow $650 million of money appropriated during the Trump administration — a fraction of what Trump sought — to be used for border wall construction over the next four years. And, we note, Trump opposed the bill.
-------------------
Biden/Harris did the right thing in achieving a "Normal" Congressionally negotiated legislative Deal...they gave a little to achieve an acceptable outcome. In contrast, DJT killed the whole deal so that NO credit would accrue to Biden/Harris and take away his biggest talking point for re-election. In a word "Despicable".
And don't forget, Trump never got the GOP to agree on his multi-billion dollar "Boondoggle".
