NTY is too shy to say it is CA's bad water policy that screws California.
There is another policy at federal level that NYT failed to mention but clearly screws California too. I will point it out later.

That NYT article actually explains WHY the firefighters ran out of water...i.e. the Palisades water
system was designed to deal with only a few homes/businesses at a time...not broad wildfires driven by upwards of 80 mph winds that kept Air Tankers from flying. You chose a good source, but sadly you lack the comprehension to understand and appreciate what it's telling you.
