The worst thing is that this problem was identified years ago and they've only let things worsen over time.

There is climate change, however the cause is open for debate, imo. I don’t think it’s all because of humans. Too many factors to list, imo.

...from your linked article...it all comes down to accelerating Global Warming/Climate Change...this wild fire season is unprecedented and unanticipated ..even with all the previous experiences. Also, on the other end of the disaster spectrum...Florida is also faced with serious long term planning challenges due to Climate Change, what with so much habitation in low lying land vulnerable to higher and more frequent storm surges.

She said California’s 2020 greenhouse gas targets, set in 2006, were “focused on the root cause of climate change, which is energy and combustion of fossil fuels in the state.”
“What we didn’t know then, and what we’ve learned now, is that the climate impacts have accelerated,” Sahota said, noting that the combustion of fossil fuels has contributed to the intensification of wildfires in the last decade. (Fourteen of the state’s 20 largest wildfires on record have occurred since 2010, according to the California Department of Forestry and Fire Protection.)
“So not only do we need to think about the evolution of how we set our targets past 2020 ... but we also have to acknowledge that we’re planning for energy and our forestry sector in a changing landscape,” Sahota said.

Take a break from 'Ambulance Chasing' and outline what you think should have been done to
take away the thousands of acres of dried out Chaparral covering the L.A. hills that provided the fuel for these fires...and the hurricane force dry winds blowing down the canyons that kept wildfire fighting Air Tankers on the ground...and knowing that the Municipal Fire Fighting System was designed to combat only one or two homes at a time.
It would also help if you'd provide a cost estimate and funding plan as well for maintaining this new system in perpetuity...take your time, Curly. I think you'll find that filing suits is much easier than implementing iron clad protections against situations like we're seeing right now. Oh, and don't forget that SOCAL gets 60% of its water from the Colorado River, which is experiencing it's own problems with Climate Change.
If you're truly serious about this, you must have some inkling of what should be done...if not, you're just wasting server space.
