Trump plans to control the bureaucracy of the State Dept this time as these people resisted his efforts to lead as POTUS last time. They control the flow of information between depts and importantly...to the WH as well as the hiring and placement of employees.
That whole department needs to be stripped down and rebuilt much smaller, much more efficient, and much more loyal to the tax payers whom they serve rather than rule.

That was a big point of the voters. No more nonsense. No more shadow govt. no more puppet president with dementia while Obama and Handlers call the shot. No more lawfare against political opponents. No more lifers calling their own shots when they disagree. No more spying on the POTUS. No more damaging leaks - especially from a bloated State Dept that has become virtually useless.
Btw, the State Dept is NOT going to do well under the scrutiny of DOGE when they are evaluated for wastefulness and utility.
