The Biden administration took office on Jan. 20th, so the rescue of the Tennessee antibiotics plant too place on their watch...you need to direct your ire at Joe Manchin and perhaps West Virginia's governor, Jim Justice (R), who bears some responsibility here, I would imagine.
BTW, the Biden administration has fought for and won worldwide agreement on minimum national corporate taxes, which hopefully will help to stem the tide of off-shoring jobs simply for larger management bonuses...are you upset about such an interference with the "free market"?

Absolutely no, I am not in favor of a global minimum tax. It would never, ever be equally enforced, and wages, benefits, and regs would not be equal anyways making it ineffective. I am not for regulation, I am not a globalist.

In this case, it would appear that there was no such issue...however, officials like Manchin and Justice also have a responsibility to their constituents and can plead for national attention as in the Tennessee plant situation...it's unclear as to how hard those two fought for assistance.
I am by no means in favor of government interference with the inner workings of businesses...however, there are some actions which government can take that will "influence" those decisions, and #1 is taxation...both corporate and individual.

IMO it's vitally important that we have global capitalistic commerce, but 'Capitalism' is not without its faults, and this is where the art of maintaining balance between economic and social issues comes into play. There will always be fluctuations in government regulations...the degree to which they are applied is largely in response to how much awareness corporations have of their environment (people as well as a 'nature') and how they independently take action to maintain that balance.
This thread begs a much larger discussion on several issues, including Wealth Disparity, which is close to my heart.

Not the offshoring of jobs, but rather the corporate inversion it did several years ago to redomicile for tax purposes. That had nothing to do with wages or regulations, unless by regulations you mean tax rates.
That type of activity can be stemmed but it won't be.
