I have traveled the 5 for a while now due to work, mostly just passing through the SJ Valley getting to the Bay Area for about 20 years now. I have always noticed the signs out in the Valley, Farmers need Water, Give us our water back, Boxer this and Feinstein that but did very little investigation.
I am now on a project up in the Sacramento Valley about 50 minutes south of Down Town and getting an education from the locals that I have met either through work, restaurant, pub, etc.
I was recently in a Bar having a brew with some local contractors in Stockton, there were Posters of Boxer on the walls that were lets say, not very nice and it was all about the Water or lack of. So of course I inquired....not a good subject.
Boxer is not called out in the Video but Feinstein sure is.

Democrat Senators Boxer and Feinstein served from 1992-1993 on. Doubtful Boxer had understanding of
complex water issues - she couldn't even balance a checkbook.
DiFi was very smart though, and of course friends with other rich schmucks like Resnick.
I'd consider a solution not unlike eminent domain for the State taking back the water. Pay the schmucks a
profitable but well below market price for their holdings. (Lawyers can argue later.)
