I am not going to bother with trying to explain this to a guy who hears the word "science" from a left wing site and accepts it without question, but who does not have the knowledge base nor intellect to be able to evaluate it on his own.
Suffice it to say that I personally do have that capability, and when I explained it to you during COVID, you scoffed. Later, when I have been proven right on every single medical/scientific point that I made, you still chose not to believe it.
Thus, it is a waste of time for me to explain this to you. But to those out there who might read this, there is a problematic number of faked papers, and a large number of useless studies that suck up money better given to grants elsewhere.
This is largely due to 1) the way our university system is set up and it's pressures for publication without regard for value, and 2) the almost complete lack of rigorous quality control from these universities.
For many people in this system, the gravy train is over. Working through the research divisions with an eye for merit and productivity should allow us to refund meaningful researchers in a way that will drive innovation forward as well a clear up the misleading false studies that can lead legitimate researchers down a wrong path that can prove critically wasteful of time and resources.
Trust me, each university knows who their money researchers in important areas of research are.

As with other cuts, those researchers receiving future grants will have their work better vetted so that the money can go to good research rather than garbage (of which there is a lot, and this has been acknowledged as a significant problem right now by the scientific community).
It takes years for medical research to make its' way through the "pipeline", and this should not significantly slow results for patients. In fact, by culling out the false data, it could markedly increase the speed with which new treatments from research can come to bare. There is tremendous harm to bad research and the delays and pursuit of dead ends as well as the decisions not to pursue good avenues that otherwise might have been. This is needed. Research will not "just stop", it will undergo the same evaluation for quality that they rest of the govt funding is going to be subjected to, and it will result in more money for the better researchers.

They should have internal control and review mechanisms for monitoring the ethical and quality aspects of ongoing studies. Existing regulations if any must be simplified and made more effective. Should there be no existing regulations, they must be put in place to manage fraudulent issues. All organizations who are involved in clinical research should have clear operational policies and procedures for approach to research misconduct and fraud. Whistle blowers should be cultivated and there should be guidelines agreed upon internationally to safeguard them.
