I’m betting Reuters would happily trade their unknown experts for Baltimore, if he would side with their claim. Perhaps they’ll now approach him, and perhaps he’ll change his mind. But the NY Times has him on the record, in 2015, admitting that DNA vaccines do alter genetic makeup.
World famous mainstream experts don’t readily admit this sort of thing out in the open, unless they’re stating the obvious.

Final point for the moment: Researchers are fond of saying their genetic technologies are quite safe. This a bald-faced lie. You know vaccine manufacturers are immune from liability on their vaccines (I am not against it. Actually I support it. It's a law anyway regardless of support or against). But it is a new vaccine, still in its investigational period. If somebody sell you a new product without any warranty, i.e. once you get out of store after buying the product, anything wrong on this product and anything happened that could hurt you from this product is not the seller's fault. Will you be hesitant to buy it? Of course you are. No warranty, not trust. Generous warranty, strong trust. Tell us how did you overcome this hesitancy to get the jab.
A couple of things
First, in other vaccines, almost all bad side effects occur in the first two months.
Second, the extent to which this vaccine is different has been greatly exaggerated. It trains the immune system to attack invaders, like all others. And it does not alter the genome or screw with DNA, as is occasionally reported.
The math is simple here. Get the vaccine or get the Delta. And your odds are way better with the former.
