Those minerals were explored in Soviet era, i.e. long time ago. Its a big challenge in engineering and technology to mine them. Ukrainian would otherwise have mined them long time ago. With US getting involved, mining would be easier. It's a win-win for both Ukrainian and US.
Maybe China is upset. China has expertise of engineering and technology in rare earth mining. If Ukraine needs help, china would be the best candidate as a partner in mining.

Not really to defend him on this, but he has a point about the amount of experience China has with mining rare earth minerals.
China would be pissed if the US were to have a different avenue to get to those types of minerals than through their supply. I'm good with them being pissed, it reduces their leverage in that area.
I would also prefer that Russia paid some form of reparations to Ukraine if this is resolved, and that the Ukraine would then send a portion of that money to the US and allies that helped with munitions to keep Ukraine alive. Not enough to keep them unable to rebuild though, but some type of recoupment for the munitions would be nice.
Edit to add: He also answered the question of the original post, by noting it would be China that would be the most upset.
