Of course folks engaged in property crimes should be prosecuted. Who suggests otherwise?
Every jurisdiction in America has statutes governing criminal offenses (arson, criminal mischief, trespass) to prosecute and punish offenders. Why? To protect the property rights of others, to prevent mayhem and chaos, and to uphold the rule of law.
But what if a Governor or District Attorney makes a sweeping unfounded statement that no crime occurred because the Tesla cars and dealerships are owned/controlled by a violent gang of immigrants? Crazy, right?
This is the slippery slope Ned. When our nation bends over backwards to uphold the rule and law for everyone -- even the worst people imaginable -- we protect the innocent -- we protect the rule of law for everyone.

I actually don't complain about pardons, except perhaps to expose hypocrisy of those who do (e.g., those who attack one president for doing it, but defend another president when he does the same). We either have the pardon power, or we don't. And if we have it, convicted criminals will be pardoned. That's just the way it is Personally, I'd rather POTUS have it than not have it. Obviously, it things get out of control with this preemptive pardoning of those using the power of government for fraud, then we may need an Article V Amendment allowing a super majority of Congress to overrule them. But then, perhaps we also need to allow a super majority of Congress to overrule SCOTUS.
