How does the US executive representation feel we have the upper hand in this tariff war?

The US hasn't produced the things we import into this country for a very long time. There is no plan to ramp up that production because businesses have reaped the benefits of getting it cheaper overseas. If China and Vietnam go blow for blow we are screwed.
