I'm not defending it. I'm just pointing out that Congress has been abdicating it's responsibilities (e.g. pass a budget, declare war), and giving its powers to POTUS either directly, or indirectly to the bureaucracy. Congress authorized POTUS to do this.
Maybe Congress should do it's job, reclaim its powers, and worry less about getting rich on insider trading while staging hearings for the next election.
I won't be holding my breath.
