While Putin is ultimately responsible, not all wars are sparked by kinetic action. If Putin is an evil person who can never be trusted because he is an opportunistic liar and murderer who we must watch at every turn lest he take a mile if we give him an inch, what would possess someone to signal to him—in any way—that a minor incursion into Ukraine was okay as Biden did? The results would seem inevitable for our foreign policy expert. Were they?

Putin warned multiple times that if NATO ever took in Ukraine as a member that it would be war.
BidenHandlers proposed NATO membership for Ukraine anyways when he came into office.
Russia makes its money and pays for its military expenses with oil.
Europe is dependent on Russian oil and NG -esp winter heating oil.
Trump was setting up infrastructure to export oil to EU to replace the dependence on Russia.
Biden gutted the infrastructure development, drilling contracts, etc when he took office.
Russia was building Nordstream 2 pipeline under Black Sea to sell to Uriel as well but lacked engineering tech to complete the deepest part of the pipeline. This would increase EU (and esp German dependence on Russia which would make them far less likely to intervene should Russia turn on Ukraine or other eastern block countries that left Soviet Union.
Trump banned all US companies from providing tech to Putin.
Biden removed ban in his first months in office allowing Russia to make more money and create more EU dependence.
Putin amassed troops on Ukraine border for weeks ahead of invasion - Biden would not give aid when it would have likely deterred invasion.
Biden gave speech (above) where he clearly implied that a “minor incursion” would be tolerable without a major US response.
Biden was VP with Obama in 2014 when Putin invaded Ukraine and took Crimea because it coveted a warm sea port for its economy. Biden/Obama did nothing but send blankets - Putin saw utter weakness.
Biden’s various actions above signaled the same weakness as before, and with the threat of Ukraine joining NATO which would OBLIGATE the US to go to war if Russia invaded, Putin decided to go in first.
Putin simply has an alternative moral system in which human lives that stand of the way...
of his fantasies of being a crypto-czar are meaningless... even those of his own serfs.
My own take was that our catastrophic flight from Afghanistan provided Putin with a clear signal that we were old and tired and not up for any serious confrontation.
Who signed that Afghan deal that made that flight an inevitability?
