Blowing up railway bridges in Bryansk & Kursk is terrorist attacks, causing civilian casualties
During the war sometimes civilians of both sides were killed by attacks of missiles/drone inevitably. But this time Ukrainian agents planted explosives under railway bridges and blew up the bridges and derailed the train that carried the civilians. It is terrorist attack.

If they were indiscriminately targeting civilians, there would have been hundreds of thousands of civilian deaths. Gaza is densely populated and Hamas hides among the civilian population.
