It will take some time, but not long. The Vietnamese can quickly ramp up with new facilities and will be better than China. (Plus they aren't at war with us as China is with COVID, election interference, monetary attacks, computer hacking attacks, and attempts to poison our food sources with biological weapons).
I'm guess the Democrats full on supporters of China. Know thy enemies and beat them.

Mexico would be perfect if we could take military action against the cartels first.
Mexico has such potential, but their cartel-driven corruption is ruining great opportunities for the Mexican people.

We would have to demonstrate our commitment and likelihood of success first, to get their government personnel (civil admin & courts) to abandon their cartel ties.
Maybe pull some of our CIA operatives back from the Middle East and Africa.

We have the tech to take down the cartels.
We can track them like we tracked IED bombers in Iraq. We just have to commit. Within 6 months, the cartel members would be hiding in holes, hoping the locals don't turn them in. Trade in drugs would halt. That's when their civil servants might develop some backbone.
But, we can't arrest the cartel members and give them the rights of US citizens. We would have to kill the cartels in place.
Yes, it would be easy, only lacking the will.
