Texas and Florida, among other states, have been spending millions on one-way bus tickets for
their homeless populations to other states, like CA, OR and NY...that's documented fact. Your map would look a lot different, were it not for such irresponsible acts.
In essence they're saying "Here, you solve the root causes of the Homelessness problem...we can't"
