One of the purposes of criminal law is deterrence of undesired behavior.
Canadians have decided that the use of guns on human beings is undesirable as a general proposition.
Apparently, they feeling this is paramount over even self defense.
One has to wonder how they would have reacted if the homeowner had killed the intruder with his bare hands?
