I am left a bit puzzled, though - where do people think their charity dollars go? What do they think the Red Cross is, for instance, if not an NGO? Almost all donations after disasters go through a middle-man of some nature. The good charities pass 80-90% on to the victims; the bad ones, like those clowns who call and ask for money for policemen, pass on 8-12%.
Auditing charities is always a good idea, and good charities will welcome it - as long as the audits are done in good faith.

FEMA has always believed that getting money to affected people quickly is the most important thing. So the paperwork is minimal, to maximize speed.
Yes, that means that fraudsters will benefit. But they have always thought that the cost of such fraud is outweighed by the benefit of getting desperate people the aid they need as fast as they can....and they would have time to find the fraud later.
And when that happens, headlines pop up about how much fraud there was, and not about how many people were helped in their time of desperate need.
