the range of 2,800 to 3,800 fps is extremely high...more so with 30 round or more magazines...all we really need are .22 Long Rifle rounds at 900 to 1,300 fps coming out of a 5-10 round bolt action target rifle.

And your numbers are off. 3800 FPS would be the 22-250 range, and there are much more powerful rounds available, even on the AR platform.
A 22 LR will kill rabbits and humans, but you're not going to take down an elk or a moose with one.
But the question you should be asking is why did this person want to kill as many innocent children as possible, because there are other means to do so that cannot be easily controlled.

...for the general public, only firearms suitable for Sport...Not War...should be accessible...e.g. Target Shooting with a bolt action rifle firing .22 LR rounds...or Hunting with a bolt action rifle firing .30 type rounds.
As for Personal Protection, I've previously posted evidence (from Police surveys) that guns for this purpose are FAR more likely to be involved in misuse, theft or suicide than against robbery or assault...therefore, they should be heavily regulated, and licensed...much more than current laws...also, Assault Rifles have no place in this scenario.
Would such an approach eliminate ALL gun deaths?...of course not...BUT given the evidence we have already...i.e. the U.S. gun death volume and rate...we can't let 'Perfection be the Enemy of Good'...since these measures would dramatically reduce gun deaths...just look at other democracies around the world that have taken this path.
