Federal workers and state workers have the capacity to vote. If they don't like how they are being treated, there is a mechanism to address that.
If Trump can break the teachers' unions, he is a saint. They did more to harm kids during Covid than anything else. Not to mention pushing their leftist ideology, and there's no alternative other than to home school or pay for private education.

I am. Public employees should not be able to bargain against the taxpayer.
Collective bargaining, in which I believe, was designed for blue collar workers who are in an inherently disadvantaged position to negotiate wages, toiling in physically-demanding jobs. None of that describes most any of these public workers, and also does not describe exempt professionals.
