About 15 years ago I attended a briefing at SOUTHCOM HQ when the problem of "go fast boats" was discussed. These are drug smuggling boats, with 4 $50K outboard motors - all of which are abandoned after one trip north. The Coast Guard had primary responsibility to intercept them.
The go-fast boats carried 2-4 people. Not 11.
Unless their tactics have changed, this was not a normal drug smuggling boat. I think we killed civilians.

The president publicly announced the men had mistakenly been killed as a result of a U.S. strike, and he apologized for their deaths. He promised a thorough independent review of their killings. And he said their families would be compensated. All of this was exactly the right thing to do.

I think there are some cases where this type of action could be justified. Like the pirates from a few decades ago, the attackers of the USS Cole, the Houthi assholes targeting ships, and those god-damned orcas in the Mediterranean! This doesn't seem to be justified like those examples.
The Coast Guard is perfectly capable of handling these things, within the structure of international law.

"Slippery slope" arguments often are merely justifications for extremism. If we don't stop this now, just imagine what could happen!
But we don;'t need to imagine anything here. Extremism is already upon us.
