This won't fix it. Cartels have usurped power in Venezuela (and likely Mexico though that is not as clear).
Nothing short of a Venezuelan incursion would address that.

that they are taking out drug cartel boats in international waters. Venezuela has long been corrupted by the cartels. We are at war wrt to these drugs.
