All states who participate w Obamacare are rewarded w/ fed reimbursement for”emergency”indigent care
That emergency Medicaid state care provided by state Medicaid programs is then reimbursed by the federal govt dept of HHS in several ways…..this article reviews them.
Thus, money is indeed funneled out of the federal HHS money pool to illegal entry people which otherwise directed to citizens.
