Yes. States give it and are reimbursed for doing so by fed money.
Other ways as well. Some Dems have even admitted it, and are downplaying it instead of denying it (e.g., Ro Khanna, who is not a bad dude IMO). They have passed beyond the "it isn't happening" stage to the "ok, it's happening, but its no big deal" stage.
Granted, some Dems raised their hands on stage during the Dem primary debates to go further and say it is a good idea.

They show up at ERs, i.e., the most inefficient way of delivering healthcare. Hospitals are then mandated to provide care for "emergency" services. Hospitals are then reimbursed sometimes for this through Emergency Medicaid. Additionally, eleven glorious blue states provide free healthcare to low-income illegal aliens.
I wonder in Jim's World how the people of Jim think illegal aliens pay for childbirths? Do the people of Jim believe they pay the roughly $30,000 out of pocket? Do they all just give birth in the back of El Caminos? Do they buy health insurance directly from providers? What do the people of Jim imagine happens?
Of course the government pays for it.
Medicare enrollment is managed by the states, blue states use the don’t ask don’t tell policy.
